Sangi Railway, based in Mie Prefecture, operates two rail lines—the Sangi Line and the Hokusei Line—along with bus services. The Sangi Line, one of the company’s original lines, was initially constructed to transport limestone and cement mined from Mount Fujiwara in the northern Suzuka Mountains and began commercial operations in 1931. Since 2006, it has held the distinction of being the only private railway line in Japan to transport cement by freight cars.

While freight was its primary purpose, the line has also served passenger needs since its inception, providing an essential transport option for local residents. The opening of the Kintetsu connecting line in 1970 greatly improved convenience, and today the Sangi Line accommodates a diverse range of users, including commuters, students, tourists, and holidaymakers.

The Tomytec Sangi Railway ED5081 Series 2-Car Set locomotives were originally the Tobu Railway ED5080 type, which remained in service with Tobu until the end of freight operations on its main line. Two units, ED5081 and ED5082, were later transferred to Sangi Railway and, since June 2015, have primarily been used to haul freight trains between Tomita and Higashi-Fujiwara.
